“It is said to be name after Lieutenant Colonel William Cleland. The first Colonel of the 26th Regiment, now Cameroucans[?] or Scottish Rgles… killed Dunkeld 1789.” Glasgow Streets, 475.
Black says the surname comes from this place, for which he proposes an early ‘corruption’ of< Cleveland. It's possible Clelandtoun though relates to lands owned by the Clelands. The earliest record of the name is apparently Kneland.
